When a Hedge Becomes a Row of Protected Trees
This is the Coquitlam-specific point worth knowing before you decide to take a hedge out. Under Tree Management Bylaw 4091, a protected tree is defined as any living woody plant measuring 20 cm or more in diameter at 1.4 m above the ground. Note the measuring height — 1.4 m, not the 1.3 m used by some neighbouring municipalities. Nothing in that definition excludes a plant because it happens to be growing in a row.
A mature cedar hedge that has been in the ground for twenty years will often have individual stems well past 20 cm. Functionally it is a hedge; under the bylaw each qualifying stem is a protected tree. Homeowners who plan to rip out a long run of old cedar are sometimes surprised to find the removal engages the tree bylaw rather than being simple landscaping.
Coquitlam does allow up to two protected trees to be removed per 12-month period without a permit, provided the property is not in one of the city's specialized areas. Past two, a tree cutting permit is required. Replacement trees may be attached as a condition of that permit, based on lot size and how many protected trees remain afterwards, and replacements are **bonded at $300 per tree**. Cedar Hedges: The One Cut You Cannot Undo
Emerald cedar (Thuja occidentalis 'Smaragd') and western red cedar (Thuja plicata) dominate privacy screening across Coquitlam, and they share a trait that separates them from most hedging plants: they do not regenerate from old wood. Cut into the bare brown interior and that section stays bare — there is no recovery cut, no fertiliser, no waiting it out. Laurel and boxwood will push new growth from old wood; cedar will not.
This is why an overgrown cedar hedge cannot simply be cut back to the size you want. If the hedge has widened past its original footprint, the green shell may be only a few inches deep over a large volume of bare wood. Reducing to the target width in one pass removes the entire living layer. The correct approach is to trim to the innermost live growth, hold it, let the plant thicken, then take the next increment the following season.
Timing matters too. We trim cedar after the main flush of new growth has hardened rather than during active extension, and avoid heavy work in hard frost or at the peak of a heat event.
